Drafted by representatives with different legal and cultural backgrounds from all regions of the world, the Declaration was proclaimed by the United Nations General Assembly in Paris on 10 December 1948 General Assembly resolution 217 A as a common standard of achievements for all peoples and all nations.
On March 15, 2006, the U.N. General Assembly passed a resolution replacing the Commission on
Human Rights with a new Human Rights Council (the Council).
Given that more governments (including some Western ones) violate human rights than respect them, I'm not sure that global, inter-governmental bodies in this field can serve any purpose.
